Brodart Neighborhood Improvement Program

The County of Lycoming, the City of Williamsport, STEP, and Greater Lycoming Habitat for Humanity partnered together to bring to you the Brodart Neighborhood Improvement Program (BNIP). The goal of the program is to strengthen one of the City’s core neighborhoods through housing and community reinvestment projects.

Since April of 2013, the BNIP program has offered individual household assistance for interior and exterior home improvements to qualified homeowners and landlords. Assistance programs are listed below.

Who Qualifies? 

  • Applications accepted from those earning up to 200% of the 2015 Area Medium Income (AMI) ($125,400)
  • Priority assistance given to individuals or families earning less than 50% of the 2015 AMI ($31,350)
  • Applications processed on a first-come-first-served basis after priority income targets are met
  • Funding awarded on case by case basis and dependent upon property inspection

STEP's Homes-in-Need Program

  • Offers interior and exterior health and safety home improvements
  • Provides home repairs and upgrades for eligible owner-occupied properties and mobile-homes  (must own the property)
  • Includes interior and exterior improvements, code compliance repairs, safety, weatherization, and accessibly assistance
  • Up to $25,000 per property available on a case by case basis and upon property inspection
  • No property owner contribution required at this time

Note: Funding for this program specific to the Brodart neighborhood has ended. The county-wide Homes-in-Need Program continues to support owner -occupied rehhabilitation projects.

City of Williamsport's Rental Rehab Program

  • Provides a 0% interest, 10-year term, deferred forgiveness grant to rental property owners to rehabilitate and retain affordable housing
  • Full amount forgiven after 10 years if program terms are met
  • Includes interior and exterior improvements, code compliance repairs, safety, weatherization, and accessibly assistance 
  • Up to $30,000 per property available on a case by case basis and upon property inspection
  • 15% property owner contribution required
