Lycoming County CARES Act: COVID Relief Block Grant Program

Background

The Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law on March 27, 2020. The $2 trillion economic relief package aims to protect the American people from the public health and economic impacts of COVID-19. The CARES Act provides economic assistance for local governments and American workers, families, and small businesses. The Coronavirus Aid, Relief, and Economic Security Act (CARES ACT), through the PA Department of Community and Economic Development, awarded Lycoming County $10,231,903 in County Relief funding. The County of Lycoming Board of Commissioners is pleased to announce the availability of COVID-19 County Relief Block Grant funds. The County is requesting information on any COVID-related expenses that your municipality or organization has spent since March 1st, 2020 or anticipates spending by December 30th, 2020. Grant Fund Uses

Funds may be used to cover costs that directly result from the pandemic emergency including but not limited to:

  •  Offsetting cost of a county’s direct pandemic response, planning, and outreach efforts.
  •  Purchase of Personal Protective Equipment (PPE) in response to the pandemic.
  •  Offsetting cost of a municipality’s response and planning efforts, including purchase of PPE.
  •  Offsetting losses to small businesses with fewer than 100 employees
  •  Offsetting losses to tourism businesses of all sizes, including state and county fairs.
  •  Payroll expenses incurred for a “substantially different use” to enable proper response.
  •  Payroll costs for public health and public safety employees.
  •  Grants to CEDOs, LDDs, IRCs, SBDCs, and EDCs to support costs of assisting businesses during Covid.
  •  Behavioral health and substance use disorder treatment services
  •  Broadband deployment with priority to unserved or underserved areas
  •  Offsetting losses to 501(c)(3) and 501(c)(19) programs
Ineligible Fund Uses
Funds may not be used to fill shortfalls in municipal revenue. For municipalities, eligible cost must be for a pandemic-related, substantially different use from any expected use of funds in a budget line item, allotment, or allocation.

 

Eligible Costs

US Treasury Guidance enumerates three eligibility criteria for allowable types of costs:

  1.  Costs that are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19);
  2.  Costs that were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State or local government; and
  3.  Costs that were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020.
 

 

Other Available Funds

STEP, Inc. Housing Rental Relief Program

Lycoming County and STEP, Inc. have received $460,000 in funding for rental assistance due to COVID-19 through the Pennsylvania Housing Finance Agency (PHFA). The CARES Rent Relief Program is available for renters throughout Lycoming County in need of financial assistance as a result of the pandemic.

Eligible applicants for this program must be able to show a loss of 30% of annual income since March 1st, 2020 related to COVID-19 or have become unemployed since March 1st. Household income may not exceed the Median Area Income. Renters who are eligible may receive up to 100% of their monthly rent, not to exceed $750 a month. A maximum of six months of assistance may be available for the time period between March 1st, 2020 and November 30, 2020. Payments will be made to the landlord directly. Landlords may also apply for rent relief on behalf of their tenets, however the tenants are responsible for submitting all required documents to ensure eligibility.

Lycoming County has designated STEP, Inc. as the designated agency to handle the application process and disbursement of funds in Lycoming County. Applications and instructions are available online at bit.ly/STEPCARES.

PHFA Housing Mortgage/Rental Relief Program

 The Pennsylvania Housing Finance Agency provides additional funding for residential relief. Additional information and applications can be found at https://www.phfa.org/pacares/.
