Sherwood Announces $1.4 Million In Federal Grants For Water & Sewer Projects In Lycoming County

WILLIAMSPORT -- Congressman Don Sherwood today announced the award of two federal grants to the County of Lycoming totaling $1,433,700, for a water project in Halls Station and for sewer projects in the East Lycoming area.

"These projects will help us replace aging infrastructure and meet new demand in areas that are growing," said Congressman Sherwood.  "These federal resources will help the aggressive local efforts to improve water and sewer infrastructure."

The Halls Station Regional Water System Project will be the ultimate recipient of $1 million from the U.S. Army Corps of Engineers "Section 219" program, for which Sherwood secured the $1 million in an appropriations law passed last year.   The federal funds will be used for the approximately $2.5 million project to design and construct the Halls Station Regional Water System, which will serve a two-and-a-half mile corridor in the middle of one of the County’s most robust growth areas.

The water project will be managed by the Lycoming County Water and Sewer Authority and, when completed, will improve three ongoing problems:  low water pressure, limited yields, and associated impacts on fire protection.  In addition to the Lycoming Mall, the project will also bring direct economic development benefit to the Halls Station corridor, Mall out parcels, the Muncy Industrial Park Phase II and some of the recently approved State Keystone Opportunity Zones.

Sherwood also announced the award of $433,700 to the County for two public sewer infrastructure projects in East Lycoming area, from funds added by Sherwood to the Environmental Protection Agency budget in an appropriations law passed in February, 2003.   The Muncy Borough Municipal Authority & Hughesville-Wolf Authority each have sewer projects in design to improve their operations.

The Muncy project replaces over 2,000 lineal feet of interceptor sewer and at collection sewer within the Borough of Muncy.  The size of the interceptor will be increased from 15 inches to 21 inches diameter to accommodate anticipated flows from proposed sewer extensions in Muncy Creek Township particularly in the PA Route 405 and 442 growth corridors and also help to solve costly inflow and infiltration problems with the Borough’s aging sewer system.  The Federal funds are part of a $386,000 construction project to be initiated very soon.

The Hughesville-Wolf project is estimated to cost approximately $500,000 and is planned to include the construction of an additional in-ground aerobic digester to address some freezing problems during winter operations.  The location of the project in adjacent to a recently approved Keystone Opportunity Zone site makes the project timely and supportive of economic development in the region.
